REACH regulation came into force

The REACH (Registration, Evaluation and Authorisation of Chemicals) regulation came into force on 1 June 2007. Registration is phased over a period of years based on tonnage levels and in some cases the hazards of the chemical. However, to take advantage of the phase in time you will need to pre-register between 1 June and 1 December 2008 (inclusive). Firms that fail to do so before the 1 December are required to cease import or manufacturing activities until a full registration dossier has been submitted to the agency.

Manufacturer or importer of 1 tonne or more of a chemical substance in a year can pre-register the substance with the European Chemicals Agency (ECA). This must be done for each chemical substance manufactured or imported.

Pre-registration will mean informing the ECHA of:

  • The name of the substance as specified in section 2 of REACH Annex VI, this includes CAS, EINECS or other identification codes
  • Name and address of the contact person or representative
  • Envisaged deadline for the registration and the tonnage band
  • Identifier information of any structurally similar chemical which you may wish to rely on to provide useful evidence on hazards as part of your registration package
