This consultation follows the publication of the Energy White Paper of 23rd May 2007. The wide range of measures set out in the White Paper take forward our commitment to meeting the two long-term energy challenges. They are:

- Tackling climate change by reducing carbon dioxide emissions both within the UK and abroad; and
- Ensuring secure, clean and affordable energy as we become increasingly dependent on imported fuel.

This consultation will further help to formulate long-term energy policy and forms part of the Government’s “Market Transformation Programme”. Other consultations will take place later in the year.
