Climate Change Agreements amendment now in force

The Climate Change Agreements (Eligible Facilities) (Amendment) Regulations 2006 (SI No. 1931) entered into force on 15th August. This amends the Climate Change Agreements (Eligible Facilities) Regulations 2006 (SI 2006/60). In particular, it replaces the Schedule to S.I. 2006/60 with a new one. The effect of these amendments is to enable additional energy-intensive facilities to be identified in a Climate Change Agreement (CCA) with the Secretary of State for the Environment Food and Rural Affairs. Eligible facilities now include more of those involved in the processing of potassium chloride and the manufacturing of some glass products and commercial freezers.

Facilities that are certified by the Secretary of State as being covered by a CCA are entitled to claim the reduced rate of Climate Change Levy (CCL). The amendment opens-up Climate Change Agreements to a range of energy intensive sectors. The agreements aim to encourage non-domestic sectors to improve energy efficiency and reduce emissions of greenhouse gases.
